Here is an excerpt:

Kramer: As governor, what would you do to promote peace?

McCourt: I would disband the National Guard.

Kramer: You would disband the National Guard?

McCourt: Right.

Kramer: We would have nobody to protect us if there was a flood? a 9/11 attack? That’s what the national Guard does.

McCourt: No. No they don’t. They go off and they fight the stupid war in Iraq.

Kramer: Some of them do, but some of them protect us in case of national disasters.

McCourt: They’re not protecting us against anything. I tell you what I’d do with the National Guard. I’d demilitarize it.

Kramer: So you’re not going to disband it now?

McCourt: No no. I would disband it and then I would re-ah, bring it together again, reorganize it a civilian and environmental core.

Kramer: Plant trees?

McCourt: Well they would and clean up all…You know we have millions of tons of old automobiles and tractors and the airplanes, all lying around this state. And I would take the armories and I would turn them in to places of recreation.
